Germany (gsmag) - According to a spokesperson for the German regulator for post and telecommunications (Reg TP), the authority "reflects" upon a forced liberalisation for airtime tariffs by mobile operators.
According to inofficial sources, plans provide for deregulated prices from mobile terminals, as is presently usual for fixed lines: since January 1, 1998, German subscribers have been able to choose between carriers through prefix numbers (call by call) or default to any of approximately three dozen long distance carriers active since deregulation (preselection).
If enacted, RegTP's plans could mean the steepest decline in prices for the end user of mobile telephony yet and could usher in the end of high-margin license exploitation on the German market place for telecommunications.

Germany (gsmag) - Following on the heels of Deutsche Telekom's announcements to introduce local tariffs, market leader Mannesmann Mobilfunk revealed its plans for local tariffs.
While Deutsche Telekom will offer local tariffs by target prefix (i.e. the mobile caller receives local peak time rates irrespective of domestic geographical position), Mannesmann intends to offer two variations:
D2-BestCity will offer mobile users a similar tariff to Deutsche Telekom while D2-BestCityPlus will offer a cell-based local tariff "travelling" with the mobile user. In a surprising ploy of self-criticism, a spokesperson for Mannesmann is reported as having announced that usage of the local tariffs will not be coupled with customer-disadvantageous prolongation of contractual obligations, quoting that one "wished to have clients, not hostages." Mandatory contract prolongations had been a practice of all mobile network operators to this point with the introduction of new tariff features.
During the Soccer World Cup, Mannesmann already conducted experiments with Cell Broadcast technology on a large scale (one of the technical preconditions of efficient geographical local tariff roaming), however only achieved a jittery service quality, which may put a question mark behind Mannesmann's intended rollout for August 31.
Unconfirmed are reports that a task force has been formed at Mannesmann HQ to develop a mnemonically more sound baptising-strategy for innovative products after an unidentified source had discovered that the product name "D2-BestCityPlus" comprised 15 characters.
Spain (gsmag) - Bloomberg news reports on Monday that British Telecom and San Francisco based Airtouch Inc. are to take managerial control of Spain's private mobile network operator, Airtel. The EU Commission cleared the path for the merger after a one month investigation of the matter. AirTouch, British Telecom, and Spain's Acciona together with Corporacion Financiero Alba SA hold a joint stake of 55 % in Airtel.
The move is said to fence off Retevision SA's strategy to become a fixed and mobile integrating competitor on the Spanish market to incumbent ex-PTT Telefonica.
According to Bloomberg News, the commission has the power to block or force changes to mergers within the 15 EU memberstates to companies with combined sales of more than 2.5 Bn Ecu and EU revenues of 100 M Ecu each if the companies meet minimum revenue levels in at least three member countries. If not, the minimum sales rises to Ecu 5 Bn.
