Does somebody know, how the cellular / PCS regions in Russia are Organised ? as somebody a list including, Region xy = Oblast 1,2,3 .. n ? For example region Volga is build out of 12 Oblasts but which ones ??

Existing networks
E-Plus started roaming with Ukrainian Golden Telecom mid-March 98. "As far as expanding to other regions is concerned, the regulatory and economic environment here has made us very cautious about aggressively expanding elsewhere. We therefore focus on providing the highest quality digital network available to Kiev and the immediate surrounding area where the majority of cellular customers are concentrated. Beware, though, that none of the GSM900 operators is able to provide reliable service at this time because of rather limited capacity." E-Plus Roaming GSM-1800 - Europolitan.se in October
still no E-Plus info on roaming in Uzbekistan (900) and no further agreement in Russia
NEWS: LUXGSM roams with Dontelekom.ru, Orange.uk roams with magti gsm.ge, kyivstar.ua and coscom.uz, Swisscom.ch roams with Uraltel.ru, turkcell.tr roams with Kyivstar.ua
 
Orange is GSM1800 leader with a total of 102 live roaming agreements in 69 countries now. More than 160 networks in over 85 countries planned this year, including Iridium (UK service provider).
 
Licences & Trial Networks - The Netherlands (feles/gsmag) - 27.2.1998 - Joint venture Federa (DT & FT & others) has won a national GSM 1800 license in the Netherlands. They awarded Nortel with the equipment installation. Coverage will start year-end in Amsterdam, The Hague and Rotterdam with EFR. Danish Ameritech-owned Tele-Danmark, acquired a big share of the 16 regional licenses awarded for GSM 1800, at a signfificantly lower price. Tele Danmark will attempt to unite the regional coverages into a national network together with Belgacom, another Ameritech-affiliate. Another consortium, led by BT-owned Telfort, was the third bidder, having been awarded a national license & will start by end of 1998.
 
- Motorola will build Portugals first multi band network. Main Road telecomunicacoes will start service in (latest 20 of) August 98. Metropoles will be covered by GSM1800, the rest of the country by GSM900.

Results of the Russian DCS-1800 tender (28.04.98). Each licence includes the right for the coverage of one of eight regions for ten years.
The best two offers have been awarded a licence.
Northwest (8): North West DCS + Telekom XXI (Millicom.lu, UNEXIM-MFK, NW DCS) - start early 1999 - Bratsk + Saransk (St. Petersburg, Leningrad, Murmansk, Arkhangelsk, Karelia, Volgoda, Pskov, Novgorod, Kaliningrad, Nenezia)
Moscow (2): KB Impuls (Vimpelkom) + Rosiko (dual-band)
Central+Central-Blackland (17): Vimpelkom + Rosiko
Volga (12): SMARTS + Vimpelkom
Northern Caucasus (10): Vimpelkom + MTT-Invest
Ural (12): Ural GSM + Rosiko
Sibiria (11): Vimpelkom + MTT-Invest
FarEast (15): MTT-Invest + Primtelefon
 
VimpelCom received 4 new GSM-1800 licenses which together with the Moscow GSM-1800 licenses cover the population of about 100 million. The licenses require service provision in these areas to commence by 28.10.99 and coverage of specific cities including Kazan and Ufa by 31.12.2001. We hope it will be considerably earlier that the end of 2001 but the definite answer to your question can be given later after we have completed our business plans and implementation plans, identified partners, etc. The coverage of new generation MiniLinks is 50 - 60 km on average.

- NEWS: Moskovite MTS will build a GSM900 system in the Republic of Komi together with siktivkari Svyaz called Nordic GSM (Severniy GSM). Coverage will start in Siktivkar and Uhta this June. Next year other cities in the republic will follow nex year.
