region Volga is build out of 12 Oblasts but which ones ??

### GSM 1800 News ###

Existing networks
- 4 GSM-1800 licences have been auctioned this May, two each metropolitan (Brisbane, Sydney, Melbourne, Adelaide and Perth) and regional (including Canberra, Darwin and Hobart, and populated rural areas of Australia). Catapult, Telstra, Optus and Vodafone will start 9.98
- Shanghai GSM1800s commercial will be at the end of the 1st half of 1998.
- Luxembourgs Tango started May 25 as the second network (GSM 900/1800) in Luxembourg. As a compensation state-owned LUXPTT got also GSM1800 frequencies. Still test phase, no roaming.
- Telenor started GSM-1800 in four cities on June 16, 98.
- The 2 operating portuguese operators are TMN and Telecel. Both have dual band (GSM 900 and GSM1800) capabilities, although the GSM1800 just started and is currently only implemented in the Expo 98 area. One new operator (Optimus) is coming to town around August I think and it'll start in both GSM900 and GSM1800. Ericsson delivered Telecel to expand their GSM900 to a dual-band system.
- SWISSCOM GSM-1800 is covering Basel (May 1997), Bern (September 97), Geneva (October 95) and Zurich (July 97). Im 1. Semester 1998 folgen die Lausanne, Luzern und St. Gallen.
- NEWS: Taiwanese Far EasTone launched its dual-band network January 20, 98.

E-Plus started roaming with Ukrainian Golden Telecom mid-March 98. "As far
as expanding to other regions is concerned, the regulatory and economic
environment here has made us very cautious about aggressively expanding
elsewhere. We therefore focus on providing the highest quality digital
network available to Kiev and the immediate surrounding area where the
majority of cellular customers are concentrated. Beware, though, that none
of the GSM900 operators is able to provide reliable service at this time
because of rather limited capacity."

NEWS: LUXGSM roams with Dontelekom.ru, Orange.uk roams with magti gsm.ge,
kyivstar.ua and coscom.uz, Swisscom.ch roams with Uraltel.ru, turkcell.tr
roams with Kyivstar.ua
Orange is GSM1800 leader with a total of 102 live roaming agreements in 69
countries now. More than 160 networks in over 85 countries planned this
year, including Iridium (UK service provider).
Licences & Trial Networks
- KPN Orange will start GSM 1800 in Belgium in April 1999 with efr.
- Nokia supplied equipment for a trial GSM-1800 net work in Beijing, China. Ericcson supplied the operators of the GSM-1800 nets in Guangdong, Heilongjiang and Shanghai provinces. Motorola deployed equipment to Fujian province.
- trial only - itineris in Toulouse and sfr in Strasbourg - Bouyguestelecom has GSM1800 until 1999 exclusively.
- Hungary: The call for bids for service provision is expected to be launched about July 1998. The possible start of service provision or network building is about January 1999 or later.
- 16 licences to be auctioned in Indonesia. PT Indostat got of them.
- Irish GSM900/1800-Licence in Ireland awarded to Meteor. Innerhalb von 2 Jahren ist 1/3 der Bevölkerung per 1800 zu versorgen.
- Wind consortium (State utility ENEL 51%, France Telecom 24.5%, Deutsche Telekom 24.5%) has won the GSM 1800 licence in Italy, putting an infrastructure in place within the year, and hoping to attract 700,000 customers by end 1999. (gsmag) 10.06.98 Rom, Milano, Napoli end 1998 NEWS: Eine vierte GSM (und zweite GSM1800)-Frequenz wird bis Ende des Jahres in Italien erteilt. Albacom ist interessiert.
- GSM1800 in Italia: TIM in Roma and omnitel Milano. Still nothing in May. No details. Will take some more time.
- NEWS: Litauen hat im Mai eine GSM1800-Lizenz erteilt.
- The Netherlands (feles/gsmag) - 27.2.1998 - Joint venture Federa (DT & FT
& others) has won a national GSM 1800 license in the Netherlands. They
awarded Nortel with the equipment installation. Coverage will start
year-end in Amsterdam, The Hague and Rotterdam with EFR. Danish
Ameritech-owned Tele-Danmark, acquired a big share of the 16 regional
licenses awarded for GSM 1800, at a signfificantly lower price. Tele
Danmark will attempt to unite the regional coverages into a national
network together with Belgacom, another Ameritech-affiliate.
Another consortium, led by BT-owned Telfort, was the third bidder, having
been awarded a national license & will start by end of 1998.
- Motorola will build Portugals first multi band network. Main Road
telecomunicacoes will start service in (latest 20 of) August 98. Metropoles
will be covered by GSM1800, the rest of the country by GSM900.
NEWS:
Results of the Russian DCS-1800 tender (28.04.98). Each licence includes the right for the coverage of one of eight regions for ten years.
The best two offers have been awarded a licence.
Northwest (8): North West DCS + Telekom XXI (Millicom.lu, UNEXIM-MFK, NW DCS) - start early 1999 - Bratsk + Saransk (St. Petersburg, Leningrad, Murmansk, Arkhangelsk, Karelia, Volgoda, Pskov, Novgorod, Kaliningrad, Nenezia)
Moscow (2): KB Impuls (Vimpelkom) + Rosiko (dual-band)
Central+Central-Blackland (17): Vimpelkom + Rosiko
Volga (12): SMARTS + Vimpelkom
Northern Caucasus (10): Vimpelkom + MTT-Invest
Ural (12): Ural GSM + Rosiko
Sibiria (11): Vimpelkom + MTT-Invest
FarEast (15): MTT-Invest + Primtelefon
VimpelCom received 4 new GSM-1800 licenses which together with the
Moscow GSM-1800 licenses cover the population of about 100 million. The
licenses require service provision in these areas to commence by
28.10.99 and coverage of specific cities including Kazan and Ufa by
31.12.2001. We hope it will be considerably earlier that the end of 2001
but the definite answer to your question can be given later after we
have completed our business plans and implementation plans, identified
partners, etc.
- NEWS: Spanish AirTel received a GSM-1800 licence. May be they run it at the end of 1999. The new network, designed by Retevision Movil due to go live before year-end, will cover the Spanish cities of Madrid, Barcelona, Valencia, Sevilla, Malaga, Palma de Mallorca, Zaragoza and Bilbao. Service coverage is expected to reach 95% of the territory by December year 2000.
- On 20.04.98 two swiss licences have been auctioned. Orange Comm. (VIAG) got the GSM1800 licence. Orange will start early 1999. (Scott) Diax, Swisscom and Orange will eventually have all the same spectrum, so Diax (Start Herbst 98) will have GSM900 and 1800 at launch but Orange will have to wait until 2000 for its GSM900 frequencies.
- NEWS: Nortel will add the GSM1800 equipment to Taiwanese ChungHwa Telecoms GSM900 system. Operation begins mid-1998 in the islands major urban areas and is to rolled out nationally over the next 16 months.
- NEWS: A Turkish GSM-1800 licences will be tendered in October 1998 after the GSM-900 licences have been transfered (27.04.98) to the operators Turkcell and Telsim. Licences may be regional or countrywide. Many companies (e.g. AT&T, France Telecom, Ihlas, Koc, Motorola, Netas, Sabanci, Telefonica) are interested. Turk Telekom will get the fourth licence (GSM1800). The GSM900 operators will have 2MHz GSM1800, the GSM1800 2MHz GSM900 band. Band for the fifth and sixth operator has been blocked.
The coverage of new generation MiniLinks is 50 - 60 km on average.

- NEWS: Moskovite MTS will build a GSM900 system in the Republic of Komi
together with siktivkari Svyaz called Nordic GSM (Severniy GSM). Coverage
will start in Siktivkar and Uhta this June. Next year other cities in the
